CoE delegation in Cyprus to review EU charter implementation
A delegation of the Congress of Local and Regional Authorities of the Council of Europe (CoE), will conduct a monitoring visit to Cyprus April 5-7.
The rapporteurs Bernd Voehringer and Randi Mondorf will assess the implementation of the European Charter of Local Self-Government in the country.
The Republic of Cyprus has signed the Charter on 10/08/1986 and ratified it on 16/05/1988. The Charter commits Member States that have ratified the treaty to guarantee the political, administrative and financial autonomy of local authorities.
Local authorities must be elected with general elections and is the earliest legal instrument to establish the principle of subsidiarity.
The Council of Europe proceeded to the preparation of the Additional Protocol to the European Charter of Local Self-Government on the right to participate in the affairs of a local authority, which was ratified in Law of the Republic and published in the Official Gazette on 27/1 / 2012.
The Protocol invited Parties to take concrete steps to ensure to every citizen the right and opportunity of effective participation in the affairs of local authorities.
